On February 7, the National Development and Reform Commission (NDRC) announced that it, along with the National Energy Administration (NEA), has jointly issued the Interim Measures for the Development and Construction Management of Pumped Storage Power Stations. The new guidelines aim to strengthen new energy infrastructure and standardize the management of pumped storage power stations, focusing on accelerating the development of new energy systems and establishing a modern power grid.
An official from the NEA stated that by the end of 2024, China’s total installed capacity for pumped storage power stations is expected to exceed 58 million kW, with utilization hours continuing to rise. The pumped storage sector is showing strong, positive growth and has become a vital contributor to power security and the country’s low-carbon transition.
The guidelines outline four key principles:
1. Ecological Priority: Projects must integrate green development throughout their planning, construction, and operation, with strict environmental oversight.
2. Demand-Based Development: The government will define the necessary pumped storage capacity based on current needs and long-term goals, ensuring projects align with grid demands.
3. Optimized Layout: Local governments are encouraged to optimize project sites based on local conditions, including electricity costs and grid connectivity.
4.Orderly Construction: Development should align with energy needs, ensuring a balanced and coordinated expansion of pumped storage capacity without overextending.
